148 Third-Party Shipments: Who Had Access to Epstein's FedEx Account?

TLDR

Of 148 FedEx shipments marked "Third Party," 94% still billed to Epstein's personal account -- meaning the designation identifies who initiated the shipment, not who paid (PAPER TRAIL Project, 2026a). The real question is not who covered the cost but who had standing authorization to charge packages to Epstein's logistics infrastructure. Named senders include Ghislaine Maxwell, Zorro Ranch staff, and the JEGE aviation shipping department.


The Billing Paradox

FedEx offers three billing options: sender pays, recipient pays, and third-party billing. In third-party billing, someone other than the sender or recipient is charged. When our parser flagged 148 shipments with the "Third Party" payor designation -- totaling $29,865.71 across July 2000 to September 2005 -- the initial assumption was that these shipments were paid by outside parties (PAPER TRAIL Project, 2026a).

That assumption was wrong. When we checked which FedEx account was actually billed, 139 of the 148 (94%) charged to Epstein's personal account, number 1144-2081-6. Only one billed to the NYSG LLC account, and eight had no parseable account number (PAPER TRAIL Project, 2026a).

This inverts the question entirely. "Third Party" in FedEx terminology means someone other than the person listed as sender initiated the shipment. The charges still went to Epstein. So these 148 records answer a different and arguably more interesting question: who had the authority to send packages on Epstein's dime?

Consistent Access, Not One-Off Events

The annual distribution of third-party shipments is remarkably stable: 15 in 2001, 28 in 2002, 29 in 2003, 24 in 2004, 20 in 2005, plus a single shipment in 2000 and 31 with no parseable date (PAPER TRAIL Project, 2026a). This consistency -- shipments every year at roughly the same volume -- indicates ongoing access to the billing accounts rather than occasional favors. Someone, or more likely several people, had standing authorization.

The Named Senders

Text-extraction quality on FedEx invoices is poor. Only 26 of 148 shipments (18%) have parseable sender names, and 96 (65%) have parseable recipient names (PAPER TRAIL Project, 2026a). But the names that did survive processing are revealing.

Ghislaine Maxwell appears on one air waybill, sending packages to Pandora and Kevin Maxwell at Moulsford Manor in Oxfordshire, England, and to Katie Orchard care of Alexander Mann in London (DOJ, 2025, EFTA01316701.pdf, p. 4). The same invoice page also contains Epstein shipments to the International Institute for Strategic Studies with the reference code "LESLEY."

K L Gordon (Karen L Gordon) sent packages from Zorro Ranch to "JEANNE JAME DOE" at Financial Trust Company, 6100 Red Hook Quarter B3, St. Thomas, USVI (PAPER TRAIL Project, 2026a). The deliberately feminized "Jane Doe" pseudonym was signed for by Alfredo Rodriguez, Epstein's Palm Beach house manager. Eight Gordon-related records appear in total, including shipments involving Brice Gordon, establishing the Gordon family as Zorro Ranch operational staff with billing access.

Rosemary Pitcher sent three shipments from Jet Aviation at West Palm Beach to Little St. James LLC between 2003 and 2005, with declared values of $500, $100, and $137 (PAPER TRAIL Project, 2026a). She also signed for 16 packages at the JEGE hangar. Pitcher functioned as the aviation logistics coordinator -- the person who handled the physical movement of goods between the aircraft operation and the island.

Carl Hough sent one package to Visoski's home address. Sam Scanlon sent one to Zorro Ranch. The Shipping Department sent two shipments of JEGE aircraft parts totaling $5,844 in charges (PAPER TRAIL Project, 2026a).

The Pseudonym

The "JEANNE JAME DOE" entry deserves particular attention. A package sent from New Mexico to St. Thomas, billed to Epstein's personal account, addressed to a name that is transparently a fake version of "Jane Doe," received at the Financial Trust Company address -- this is not a clerical error. It is a deliberate use of a pseudonym within an otherwise routine shipping system (DOJ, 2025, EFTA01316701.pdf, p. 6; DOJ, 2025, EFTA01312627.pdf, p. 6). The recipient has been identified as Jeanne Brennan. Why a package to a known individual at a known address required a pseudonym is not explained by the available records.

Dr. Bruce Moskowitz

One text-extraction-degraded name, "DR BRUCE LOSKOWTZ," likely resolves to Dr. Bruce Moskowitz, a dentist named in court filings as an Epstein associate. If confirmed, this would place a known associate in the shipping network as a recipient of packages billed to Epstein's account. The extraction confidence on this name is too low for a definitive match, but the phonetic similarity and professional title make Moskowitz the most probable candidate (PAPER TRAIL Project, 2026a).

What We Cannot See

The 82% of shipments without parseable sender names represent a significant gap. The consistent annual volume suggests many more individuals had billing access than the 26 parseable names reveal. The text-extraction limitation is structural -- thermal FedEx receipts from the early 2000s simply do not yield clean text at scale. What we have is a lower bound: at least six named individuals and one department had standing access to charge packages to Jeffrey Epstein's FedEx account.

The question for investigators is not whether these shipments are suspicious in isolation. Most are mundane -- ranch supplies, aircraft parts, personal items. The question is what the access pattern reveals about the inner circle: who was trusted enough to be given a standing billing arrangement?
