TLDR

The Sequencing Problem
When you have evidence relevant to active criminal investigations in multiple countries, the order in which you share it matters. Public release before law enforcement notification creates flight risk, evidence destruction risk, and witness intimidation risk. Law enforcement notification without public release creates the risk that evidence disappears into institutional processes that have already failed.
The PAPER TRAIL distribution roadmap resolves this tension through sequencing: international stakeholders first, then domestic congressional recipients in priority tiers, then public release. Each phase creates conditions for the next (PAPER TRAIL Project, 2026).
International Stakeholders First
Four countries have opened formal investigations into Epstein-related matters: Poland, France, the United Kingdom, and Lithuania. Each has different investigative priorities, different jurisdictional reach, and different corpus relevance (PAPER TRAIL Project, 2026).
France has dual prosecution tracks — trafficking through the Parquet de Paris and financial crimes through the Parquet National Financier — plus TRACFIN (the French financial intelligence unit) for wire transfer analysis. The corpus contains $1.575 million in wire transfers to French entities including the PIASA auction house. Three confirmed email addresses cover all three institutional tracks (PAPER TRAIL Project, 2026).
The UK has the National Police Chiefs' Council (NPCC) coordinating group with six police forces involved, plus active arrests (Andrew Mountbatten-Windsor, Peter Mandelson). Three confirmed email addresses reach the National Crime Agency, NCA Press Office, and Metropolitan Police (PAPER TRAIL Project, 2026).
Lithuania's Pretrial Investigation Division in Panevezys is investigating wire transfers to "Fors projektai" (75,000 euros) and "Baleto Teatras" ($28,000). Three confirmed email addresses cover the Prosecutor General, Panevezys division, and FNTT (Lithuania's financial intelligence unit) (PAPER TRAIL Project, 2026).
Poland presents the only gap: no direct email address was found. Routing alternatives — embassy, ministry, and government contact forms — are listed but unverified. Poland's Investigation Team No. 5 targets trafficking and Russian intelligence links, but the corpus evidence for Poland is thin, with most "Poland" mentions being OCR hallucinations (errors where the text-recognition software misread printed text) (PAPER TRAIL Project, 2026).
Total: 10 confirmed international email addresses across three countries, with Poland requiring alternative routing.
Congressional Tiers
Twenty-nine congressional recipients receive outreach via web contact forms, as congressional offices do not publish direct email addresses. They are organized into three tiers by oversight relevance (PAPER TRAIL Project, 2026):
Tier 1 (5 members): Chairman Jordan (House Judiciary), Chairman Grassley (Senate Judiciary), Rep. Khanna (lead cosponsor), Rep. Massie (primary sponsor), Rep. Garcia (Oversight ranking member). These are the members with direct authority over Epstein-related proceedings.
Tier 2 (2 members): Rep. Boebert and Rep. Mace — discharge petition signatories with demonstrated willingness to break with party leadership on transparency.
Tier 3 (22 members): The remaining H.R. 4405 cosponsors plus Senator Booker.
The tiering reflects a practical reality: a congressional office receiving unsolicited analytical material will triage it by the sender's relevance to their portfolio. Tier 1 members have active Epstein oversight roles. Tier 2 members have demonstrated personal commitment. Tier 3 members cosigned a bill but may not have ongoing engagement.
The Master Email
A single master CC email addresses all 40 stakeholders simultaneously. This is a deliberate design choice: sending identical content to all recipients prevents any stakeholder from claiming they received different or privileged information, and creates a documented record of simultaneous notification (PAPER TRAIL Project, 2026).
The email contains eight sections: introduction, project description, EP01 findings summary, EP02 findings summary, limitations and caveats, evidence offerings (what the project can provide to investigators), disclosures (the sender's identity, affiliation, and methodological limitations), and contact information.
The evidence offerings section is the operational core. It does not share raw data or database access. It offers to provide specific analytical outputs — entity co-occurrence reports, wire transfer summaries, temporal analysis exports — in response to investigator requests. This positions the project as a resource rather than a conclusion.
The Tuesday Cadence
Public release follows a 17-week schedule: one episode per Tuesday at 10:00 AM Eastern. The Tuesday timing is deliberate — it avoids the Friday news dump cycle and gives media outlets the full work week to cover each episode before the next one drops (PAPER TRAIL Project, 2026).
Each episode release is accompanied by companion blog posts and press releases formatted for enterprise media monitoring platforms. Congressional offices use systems like Quorum, Meltwater, and Cision that ingest text-based content. A video episode without a text companion is invisible to these systems. Every video needs a readable counterpart.
The planned distribution domain is separate from any personal or institutional property, maintaining investigative credibility by keeping the project independent of software platforms that might restrict content or comply with takedown requests.
What Success Looks Like
The distribution roadmap does not define success as viewership or engagement metrics. It defines success as evidence reaching investigators who can act on it, reaching oversight bodies that can compel further disclosure, and reaching the public in a form that resists mischaracterization.
The sequencing — international, then congressional, then public — maximizes the probability that evidence creates investigative action before it creates political noise.
